feat(release): publish the CLI at /releases/cli/ and install it from /start v0.1.0

A tagged release uploads release-cli.sh's tarballs and SHA256SUMS to the bucket's cli/ prefix; the instance syncs it and Caddy serves it. /start leads with the one-liner and says how to sign in with no browser.
