CAR Cache #

A Caddy module built with xcaddy that allows caching of CAR files to either a local store or an S3 compatible store. Checks to see if the repo has changed since last cached, if it hasn't serves the cached file, if it has, recaches. The hope is to add some relief to larger PDSs that get hit with a lot of com.atproto.sync.getRepo requests. Still WIP, but close.
