ci: install fish's standalone build for every Linux job

The PPA also returned a 503 in format-check, so move syntax-check and format-check off it too. The install now lives in a local composite action, which also links fish_indent to the same binary (fish 4 picks the tool from the name it's run as) and retries the download.
