ci: install fish's standalone Linux build for the Ubuntu tests

The Launchpad PPA's fish 4.9.3 build can't load any terminal definition on the runner, so every interactive test shell printed "Could not set up terminal" warnings, which the tests count as stray stderr. This fails the Ubuntu tests on main as well. The PPA also returned 503s today. Install fish's own standalone Linux build (pinned to 4.9.3) instead for the Linux test job, at /usr/bin where install-plugin-manager expects it. The full suite passes under that build with no terminal warnings. macOS keeps installing through fish-shop/install-fish-shell.
