build: move to tree-sitter-cli 0.26.12, settle on pnpm

Bumps the CLI devDependency from 0.25.10 to 0.26.12, the current stable release, matching the tree-sitter on PATH. The pnpm store held tree-sitter-cli unbuilt, so its install script never ran and the binary it downloads was absent. That is why npx tree-sitter failed with ENOENT. Declaring the package in pnpm.onlyBuiltDependencies lets the install script run on a fresh clone. Drops package-lock.json. node_modules was installed by pnpm, so keeping two lockfiles only invited them to disagree.
