The server publishes place.stream.moderation.defs#permissionView on the streamer's bus when a delegation is created, but the consumer dropped it, so delegated moderators only saw permissions after an explicit refetch. Records are immutable, so moderator+createdAt dedupes a re-delivered view against the copy fetched via listRecords.
