Add an opt-in "Publish my livestreams as VODs automatically" setting, kept by the node in a new statefuldb user_preferences table and served over place.stream.server.getPreferences / putPreferences. When sync indexes a livestream record's endedAt for an opted-in streamer, it queues an auto_publish_vod task that waits for the recording's last object to complete, then queues the existing finalize-livestream-VOD task with the video record to publish. videoDraftForLivestreams and the synthetic upload row move from spxrpc into statedb so both the finalize route and the task use them. The live VOD finalizer now refuses banned accounts itself, since the automatic path has no caller to refuse. The toggle sits under Privacy & Security in the app and the web beta, next to livestream recording, for VOD beta accounts. SettingToggle now sets aria-checked so react-native-web exposes the switch state.
