Drop the bespoke place.stream.server.getPreferences/putPreferences endpoints and the statedb user_preferences table. The setting is now an autoPublishVods field on the existing settings record for this node, read from its indexed copy (model.ServerSettings) like livestreamRecording, and the app and web toggles write it with createServerSettingsRecord. Unlike livestreamRecording it is opt-in: only an explicit true turns it on.
