TestLiveStreamsAreAnnounced touched the stream, waited on its announcement, then expected it to outlast a 50ms session timeout. On a loaded runner (git.stream.place) the wait alone took longer, so the stream had already expired. The second touch now comes after the announcement, just before expireLive: still two touches, one announcement.
