Subject: [PATCH] The steps rail takes its lengths from the spacing scale, so
 the theme check passes again. The dot's box is 1.25rem wide rather than
 1.2rem, which moves the dot 0.4px, and the segment between dots sits at
 -start-4.25 and top-5.5, so it stays centered under the dot.
