Subject: [PATCH] docs: add MIT license

The repo is about to go up on Tangled, which is public and federated.
Without a license nobody can legally reuse the code, which is rarely
what anyone means by putting a project on a social coding platform.

Notes the one carve-out: packages/lexicons/external holds pinned copies
of Sifa and XPTracker schemas that those projects own, so the license
does not extend to them.
