vaxis: add cursor position queries with lazy expiry

Cursor position reports share their encoding with legacy F3 keys, so applications cannot retrieve coordinates through the normal event loop. Add queryCursorPosition and deliver zero-based cursor_position events while requests are outstanding. Share a synchronized count and monotonic last-request timestamp with the parser, expiring the batch lazily after one second of inactivity. Preserve key parsing when no request is pending and prevent overlap with terminal capability probes. Document custom-loop wiring and protocol ambiguity, keep C event bindings in sync, and test counting, malformed input, expiry, and event delivery. Co-authored-by: Tim Culverhouse <tfc@ampcode.com>
