Switch the ingester from sh.tangled.* to org.tangled.* records: repo.manifest seeds the repo owner/slug cache, track.ticket replaces issues and pulls, and feed.comment, feed.star and graph.follow replace their sh.tangled counterparts. Tickets and comments live in the repo's account, so the acting user comes from x-tngl-editor, falling back to the repo DID like bobbin does. Issues and pulls now share a collection, so the kind (pull iff the ticket has a targetBranch) is persisted on notifications and in the entity cache rather than read off the at-uri. Only creates notify: a ticket update is how state changes land, and edits must not notify again. Repo owners are read from the manifest declaration that bobbin serves for getRepoByRepoDid, since the manifest uri's authority is the repo DID rather than its owner. api/org_tangled has no bindings for these records yet, so deliberi decodes the few fields it reads itself.
