fix(web): keep /lanes' head inside a phone's width

Below 360px the readings' widest row set the head's column, so both plates ran past the screen; it is now the screen's width, and a long byline handle is cut to fit. Tape clips at the screen's edge at every width, not only on a phone, so a desktop no longer pans by 4px.
