feat(infra): keep the board's state on a data volume with daily snapshots

An encrypted EBS volume in a pinned zone, snapshotted daily by DLM, holds the index's files and the relay's and Caddy's volumes, so replacing the instance keeps them. activate.sh mounts it and brings nothing up without it.
