fix(dev)!: read a personal data server, never run one
The stack started didbot's server and daemon, which is not this repository's to do — it reads what is on a server somebody else runs. Worse, `dev-pds.sh` claims its port by signalling whoever holds it, so starting one here stopped a server somebody was watching, and they saw it shut down having pressed nothing. It now requires one to exist and says where to start it. Anything else already serving is used rather than replaced, `status` says which of those this checkout started, and `stop` takes only those — pidfiles are keyed by checkout rather than shared across the machine.
