chore(ci): make the checks match their comments

docs/ is plain Markdown no crate compiles, so it no longer triggers cargo doc and doc-lint flags any rust fence there. ci.sh says no hook runs cargo test, session.rs changes run the plugin tests, and the stale vendor/ excludes go.
