fix(infra)!: put the subnet in a zone that sells Graviton

AWS picks the zone for a subnet that does not name one, and its pick can be us-east-1e, which has no t4g at all — so the subnet applies and the instance is rejected. Ask which zones offer `instance_type` and take the lowest. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com> Change-Id: I213c3d57927ec43442d33f49d4b859f0755285fa
