fix(index): resolve over https everywhere, and trust didbot's local CA

A `.localhost` DID or handle now resolves over https, as didbot serves it. Every reqwest client and the Jetstream connector add the authorities that DIDBOT_EXTRA_CA_CERTS names to their bundled roots.
