fix(infra): keep the converge poller alive after a boot without the volume

data-disk.sh rewrites the poller's unit to want docker rather than require it, so a docker that failed for want of the data volume no longer takes the poller down with it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Change-Id: Ia9d7aa920b311d14dff955095d9a87ee5813bf18
