chore: remove deployment infrastructure from the app repo

The private platform repo now owns Terraform, ECS, CloudFront, DNS and the work inbox. This repository keeps the Rust service, dashboard, Dockerfile and scrapers, with the deployment contract documented in the README. Co-Authored-By: Claude Code <noreply@anthropic.com>
