Adds an account with 600 pull records, five of them open at the oldest end, past where the old five-page cap stopped reading. Also fixes the one existing assertion pinned to the old behavior: a complete `--state all` walk now says so, the same as `--state open`. Change-Id: Ib0f91c5442c49b913626ab76cfd6a9f8c1b18241
