fix(pr): resolve a number on a pull page over the transport cap

`pull_uri_from_appview` read the whole page, so a pull whose appview page crossed the 8 MiB cap could not be addressed by number at all. The record marker is in the header, before the diff: read a 512 KiB prefix and fall back to the whole page only when it does not settle the question. Pull 382's page is 9.7 MB and its marker is at 71 KB. Change-Id: I58794a595e6cd5ff36c616d77a8126021bbd20a0
