Rust CLI for Tangled, a decentralized git collaboration platform built on the AT Protocol

feat(tangled): Take the Rust build as its own input

nix-workspace shipped a Rust build as its default module and imported it for any call carrying a `name`. It is now a flake of its own, a directory of the same repo, and a published crate declares it: rust.url = "git+https://tangled.org/overby.me/nix-workspace?dir=modules/rust"; Its settings live under `rust.*`. A crate that is not one - the four nix projects, ast-grep-rules - declares neither the input nor the namespace. With the single-crate form goes `name`, which each of these restated as a package name the module now takes as `rust.pname`, and `toolchain`, which fe-c no longer states at all: the module reads the repo's own rust-toolchain.toml. Every package this tree builds is unchanged: all 139 aarch64-linux and 41 aarch64-darwin derivation paths are identical before and after.
