remote helper tests: pin that `list` fails loudly on an unreachable PDS

Drives the built binary the way git does — protocol on stdin, PDS_URL at a dead port — and asserts a non-zero exit rather than an empty ref list. Fails on the pre-fix code (exit 0, stdout "\n"). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
