Add pr create, list, and view commands (issue #4) feature/issue-4-pr-create-list-view

Implements Phase 1 of pull request support: tangled pr create/list/view. Patch is generated via git diff, gzip-compressed, and uploaded as a blob before creating the sh.tangled.repo.pull record.
