docs(artillery): a tube's ranges are mapsheets, seventeen hexes each

`ComputeToHitIsImpossible` takes the hex distance to `ceil(d / 17.0)` mapsheets, reads `getLongRange()` as mapsheets and refuses the shot when the first exceeds the second, so an Arrow IV reaches 136 hexes and not 8. The cannons are a different class with ordinary hex brackets, and indirect tube fire is refused inside one mapsheet, which is the whole of a one-sheet board.
