Adds C3 network and unnetworked control, ECM jam and ECM-absent control, AMS engagement and no-AMS control, infantry move/fire and damage-divisor cases, and mine entry for a Mek and a vehicle. Each carries mechanic/unit/area tags, rules metadata and should/why/determinism; the two variants the formats cannot field (C3 without attacker LOS and dug-in infantry) are blocked stubs naming the exact gap.
