docs(harness): a victory does not always name a winner
MegaMek can end in the victory phase with victoryTeam 0 and both sides holding units, on 2.3% of 300 matches. That is why decided sits below victory in every summary, and why decided is the honest denominator for a win rate. Change-Id: Idc9671f524a500c88d6002c1a32b7806638fab3b
