feat(candidates): walk every step of a board, and stand where the mover stands
The probe now walks the corpus's four boards a step at a time for one specimen per movement mode, against `isMoveLegal` and against MegaMek's own price. It found the elevation rule reading the hexes' floors, which is a Mek's answer: a hovercraft is on the surface of a lake, so `stands` is on the wire beside the cost and the gate, the climb is measured between those heights, and the depth is charged only to a mover that is in the water. No mover is offered a step MegaMek refuses now, on any board. The pathfind scenarios carry a tracked tank, a hovercraft, a squad and a foot platoon, and ten cases are recorded about them - so the differential speaks for something other than a Mek. Two of MegaMek's arithmetic rules are still the Mek's in the port and are stated in the epic with the measurements: a vehicle pays two points a level, and infantry pay the terrain rather than the step.
