`infantry_open` reads 1.00 for a hex where MegaMek doubles every volley that lands on a conventional platoon, and is not measured for anything else. The predicate is a set membership test over eight terrain kinds, held to `scenarios/infantry/observed.txt` by a conformance test that checks the size of the effect on troopers the server removed rather than on the call it was ported from. Fitted weights are stale against the new column. Change-Id: I232020bab47737e7f42c636ad3d5894c6b5476d6
