Open URIs in the user's chosen handler

A Zig 0.17 library and command that hand a URI to the platform's opener: the OpenURI desktop portal on Linux (OpenFile for file: URIs, by descriptor), ShellExecuteExW on Windows and LSOpenCFURLRef on macOS. Single-letter schemes are always refused and callers can restrict schemes to an allowlist; the Linux path is tested against a fake portal on a private bus.
