write the MSIX in Microsoft's ZIP64 layout

Windows refuses to open an MSIX laid out as a plain ZIP (0x8007000B), which winget reports as "source data is corrupted or tampered". Write the container by hand the way Microsoft's tools do: ZIP64 end records, data descriptors on every payload file, and no file attributes. With this the spike passes on Windows: the source adds, installs, and upgrades.
