Subject: [PATCH] chore(mise): remove all task (#88)

## Summary
- Removes `mise.toml`'s `tasks.all` task, which chained `fmt`, `lint`,
`install`, and `test`.

## Test plan
- [ ] `mise run fmt`, `mise run lint`, `mise run test` still work
