perf(prompt): give the background re-check the whole PATH

The command that starts the background re-check put the escaped PATH list outside the quotes, so fish expanded the whole command once per PATH entry and the job ran with only the first directory. It stored its answer for that PATH, so the next shell saw a different key and redid the full lookup, every other shell after that. Its answer could also drop items whose tools live in the other directories until then. Join the escaped entries into one string, and test that a second new shell still reuses the answer after the first one's background check.
