Stops defining its own ignore knobs and reads from the existing `editor.file-picker` config block (`hidden`, `parents`, `ignore`, `git-ignore`, etc.) so a single set of rules governs both the fuzzy file picker and the panel. `is_vcs_internal` keeps filtering out `.git` plumbing regardless of config — that's structurally never useful to surface.
