fix(map): plot member cities on every scope's homepage map, not only .nl

The dots were built only for .nl via the NL city matcher. Other scopes now match Sifa locations against their configured cities, ignoring case and diacritics and accepting common exonyms (Prague, Warsaw, Brussels). Closes #6
