feat(tools): split /tools into apps, infrastructure and developer sections

Each tool gets a kind (app by default). The page renders one section per kind with a category filter at the top, so every category is reachable on load; without JS the filter links jump to their section. Card markup moves to ToolCard.astro. Adds Eurosky (.nl + .eu) and Aster ID (.eu) as infrastructure.
