ci(copy): ratcheted copy-style scan for authored copy

Add scripts/check-copy-voice.mjs (mirrors Sifa's check-copy-voice): scans only newly-added lines in our copy (src/i18n, src/data, .astro under components/pages/ layouts) for banned characters (em dash, horizontal bar, curly quotes; en dash and -- stay legal). Pure core unit-tested in src/check-copy-voice.test.ts. Wired as an npm 'check:copy' script and a Spindle CI step (--base HEAD~1), fulfilling the check-copy TODO in deploy.yml. Deeper copy review stays a manual step. Also straighten five stray curly apostrophes in fr copy (ui.ts, tools.ts).
