Alongside the migration to uv, this commit also updates the devenv.nix configuration to sort out the kinks in dependency management and devenv.lock for keeping in sync with nixpkgs-weekly flake on Flakehub. The .tool-version file is also updates to be in-sync with their nix-based counterparts for users of the asdf tooling outside of the Nix/nixpkgs/NixOS ecosystem.
